Mix dry ingredients: In a bowl, combine oats, flour, baking soda, baking powder, and chia seeds.
Mix wet ingredients: In another bowl, whisk together melted coconut oil, peanut butter, maple syrup, vanilla, and soy/coconut milk.
Combine wet and dry ingredients until a dough forms. If too dry, add a bit more milk.
Shape cookies: Scoop small spoonfuls of dough onto the baking sheet and flatten slightly.
Bake for 10–12 minutes, until golden brown. Let cool before enjoying!
